DEPUTY COUNTY CLERK, PART-TIME
The Kenosha County Clerk’s Office is looking for a detail-oriented, customer-focused Deputy County Clerk. The Deputy County Clerk works under the direction of the County Clerk and assists in the performance of the duties of the County Clerk’s Office in accordance with Section 59.23 of the Wisconsin Statutes. Additionally, the Deputy County Clerk may be required to perform the duties of the Chief Deputy County Clerk in his/her absence.

2024 Hiring Range: $23.43 - $26.62 per hour
This position will be based at the Kenosha County Administration Building located in downtown Kenosha. The incumbent may need to work from the Elected Officials Office located at the Kenosha County Center in Bristol when performing assigned duties, as needed.
Work Schedule
- Part-time, 20 hours per week, generally Monday through Friday
- Work hours are typically 9:00 AM to 1:00 PM but may be flexed to meet the needs of the office
- Must be able to work evenings and weekends, as scheduled and required
- May be required to adjust work hours and/or work overtime due to workload demand, staffing, and in accordance with statutory timeframes
- Schedule requirements may include working at County Board of Supervisor meetings the 1st and 3rd Tuesday evening of each month, any special meetings called, budget meetings, and the evenings of elections or during recounts, as needed
Essential Duties and Responsibilities
- Provide customer service and assist the public by relaying the services provided by the County Clerk’s Office, in person, via email, and over the phone
- Receive money from customers and enter into cash receipt system; prepare transaction reports and daily deposits
- Receive, review, and verify US passport applications; take passport photos
- Receive applications for marriage licenses, domestic partnership terminations, timber notices, and cabaret licenses; perform notary services
- Prepare and distribute the weekly meeting schedule for the County Board Committees; assist other County committees and boards
- Attend meetings of the County Board of Supervisors and perform functions of recording the County Board meetings, as necessary
- Assist in maintaining County Clerk and County Board of Supervisors webpages
- Assist in maintaining tax deed records; prepare tax deed information, tax deed auctions, and reports for the Finance/Administration Committee
- Assist in the development of the annual Directory of Public Officials
- Receive and file relocation orders for roadways from government agencies
- Receive and process claims filed against Kenosha County
- Maintain files and records received from other departments, municipalities, and government agencies required to file with the County Clerk
- Assist with public records requests
- Assist voters with election-related questions and help with preparation of election materials for publication/educational purposes
- Perform other duties as required or assigned
Success Factors
- Knowledge of real estate forms, state statutes regarding tax deed procedures, typesetting and design layout, GCS Mapping, and other County services
- Skill in basic clerical functions
- Skill in use of office equipment including computer, calculator, scanner, phone and fax machine
- Skill in use of accounting software (Dynamics 365) and website administration software (Civic Plus program)
- Skill in use of Microsoft Office, including Word, Excel, and Outlook
- Skill in basic mathematic computations, verbal and written communication, and typing/data entry
- Ability to listen, communicate, and convey information and regulations clearly over the phone, via email, and in person
- Ability to understand and follow written and oral instructions
- Ability to read, interpret, and apply applicable Wisconsin State Statutes, regulations, and requirements, regardless of personal convictions
- Ability to remain detail-oriented and work under pressure to meet critical deadlines
- Ability to take initiative, multi-task, organize self and office to meet schedules and deadlines of the work, and manage time efficiently throughout the day while experiencing constant interruptions

Job Requirements, Education, Training and Experience
- High school diploma or GED equivalent required
- Experience working in a municipal setting preferred
- Or any combination of training and experience which provides the knowledge, skills, and abilities necessary to perform the job
Licenses/Certifications
Necessary certifications can be achieved through the job.
- Achieve and maintain certification as a Passport Acceptance Agent
- Achieve and maintain State of Wisconsin Notary Public commission

Kenosha County participates in the FICA Alternative Retirement Program. Part-time employees are automatically enrolled in this program if they do not meet eligibility criteria for the Wisconsin Retirement System (pension). The FICA Alternative plan replaces the payment of FICA tax and instead contributes a percentage of pre-tax wages into an investment account for the benefit of the employee.
The pay grade for this position is NE7 (Min. $23.43 – Max. $29.81).
