CLINICAL SERVICES MANAGER

Division of Health Services

The Clinical Services Manager manages and directs all clinical services including but not limited to School Nursing, Reproductive Health, Communicable Diseases, Medication Assisted Treatment Program, and Well Women Program. This position is a future and equity focused leader ensuring appropriate prevention-centered clinical services by assisting with planning, directing, implementing, evaluating, and reporting of ongoing and new service and policy-oriented services and programs. The Clinical Services Manager not only leads with the highest of public health and nursing practice standards but ensures all clinical programs and services exceed these high standards in service to improving health and well-being for individuals, families, and communities.  In the absence of the Health Officer, this position may assume full responsibility for department planning, coordination, supervision, and Board of Health coordination.

This position reports to the Division Director of Health Services.

2025 Hiring Range:  $88,810 - $105,726 annually

Essential Duties and Responsibilities

Supervision and Leadership

  • Provide both leadership and management to ensure work products are of high quality and completed in a timely manner while meeting departmental and team strategic plans and goals
  • Conduct annual performance evaluations for each team member
  • Ensure development of monthly and annual reports
  • Write grant and contract proposals in close collaboration with supervisors of teams/units and external partners
  • Monitor grant and contract progress, outcomes, and metrics against targets and grant objectives
  • Monitor program budgets understanding appropriate use of funds and budget cycles
  • Embed equity principles and innovative practice into the culture of the division
  • Develop policies and processes that translate mission and vision into action
  • Ensure onboarding and training for appropriate team workforce development including participation in broader divisional meetings and activities such as Community Health Improvement Planning (CHIP)
  • Identify quality improvement and innovative opportunities to drive strong performance for teams
  • Work with communications team to ensure marketing, social media, and website upkeep for your teams
  • Ensure adherence and compliance to the policies and procedures of the federal Health Insurance Portability and Accountability Act (HIPAA) regarding protected health information

Nursing Oversight

  • Provide leadership, mentorship, coaching and oversight to nurses and other clinical staff for day-to-day operations
  • Oversee the operations of two clinics and mobile health operations
  • Incorporate highest ethical standards of practice as the basis of all interactions
  • Develop clinical and operational policies and procedures ensuring standardization of practice
  • Ensure that clinical practice and documentation is compliant according to federal and state governing bodies
  • Establish linkages and maintain partnerships with key stakeholders to meet community needs
  • Negotiate for the use of community assets, resources, and medical direction through Memoranda of Understandings (MOUs) and other agreements
  • Ensure the consideration of the role of cultural, social, and behavioral determinants in the accessibility and delivery of programs and services

Workflow & Performance Management

  • Conduct team meetings to update on upcoming changes, new implementation protocols, and important internal issues that require immediate attention
  • Coordinate, implement and execute community programs, conferences and events required to meet protocols and innovative ways to increase community reach
  • Assess and develop strategies to address knowledge and skill gaps of team
  • Coordinate clinical research projects, teaching collaborations, internships, and learning experiences

Quality Improvement & Data Analysis

  • Coordinate team/unit strategic/business plans assuring that such plans are consistent with overall division priorities
  • Ensure mechanisms for obtaining feedback and input from persons with diverse backgrounds considering the role of cultural, social, and behavioral factors and in the accessibility, availability, acceptability, and delivery of public health services
  • Measure existing programs participation and success rate to determine their effectiveness
  • Participate in on-going community assessment which includes regular and systematic collection, assembly, and analysis of community health statistics, community health needs, and emerging trends
  • Lead and support data and evaluation activities that inform decision making, resource allocation, improve outcomes, and intervention effectiveness
  • Foster a work environment where continuous quality improvements and advancement of equity in service and professional practice are pursued
  • Responsible for quality control and quality assurance of all field and data collection activities
  • Collaborate in the development and leadership of community workgroups, committees, and coalitions
  • Update and maintain contact information and resource listings for contracts, equipment, and supplies
  • Monitor compliance with grant and expenditures; process requisitions; prepare periodic grant financial progress reports; assist staff in preparing grant reports; negotiate budget annually
  • Develop and implement innovative marketing and promotion plans to improve client rates, compliance, and data
  • Collect, analyze, and trend data for technical reports, community health assessment, community health improvement plans, and performance management plan
  • Review scientific evidence related to public health issues, concerns, interventions, and evidence based or evidence-informed practices
  • Perform other work as required or assigned

Job Requirements, Education, Training and Experience

Required Education and Experience

  • Master’s Degree in Nursing, Public Health, Public Policy, Health Administration, or a similar field
  • 2+ years full-time supervisory/managerial/administrative experience in public health or other clinical setting
  • Advanced Practice Nurse Prescriber (APNP) or Registered Nurse (RN) license (copy of nursing license must be attached to application)
  • CPR Certification within 90 days of hire (copy of certification must be attached to application, if in possession)

Preferred Education and Experience

  • 5+ years full-time supervisory/managerial/administrative experience in public health or other clinical setting
  • Bilingual preferred – English and Spanish
  • Or, any combination of education, training, and experience which provides the required knowledge, skills, and abilities

  • Valid driver’s license and acceptable driving record
  • Access to a personal vehicle for use in the performance of the job
  • Occasional weekend and evening work
  • Perform other work as required or assigned including but not limited to a 24/7 response during a public health emergency
